This is what Tokyo Governor Shintaro Ishihara and others have repeatedly testified in the public.

52 years ago today Japan and U.S. Security Pact was signed

 

Prime Minister Nobusuke Kishi  and Foreign Minister Aiichiro Fujiyama left Haneda International Airport, Japan for Washington DC on January 16, 1960 to attend the signing ceremony of Japan-U.S. Security Treaty.

To sabotage their departure, about 700 leftist students gathered at the airport night before. And, they occupied airport lobby and broke into a restaurant where they built a barricade to confront riot police officers.

Just before departure of the mission headed by Prime Minister Kishi, riot police officers forcibly removed riot students one by one. 78 students were arrested. This was the first violent disturbance since Haneda Airport was opened.

The signing ceremony of historical significance was held at the East Room of the White House on January 19, 1960. Prime Minister Nobusuke Kishi signed the agreement with a Japanese calligraphy brush. President Eisenhower sitting next to him was curiously looking into his signing with the Japanese calligraphy brush. U.S. Secretary of State Mr. Christian Herter and U.S. Ambassador MacArthur then signed the pact.

According to the Australian government, it claims that its Antarctic territory covers nearly 5.9 million square kilometers, about 42% of Antarctica and nearly 80% of the total area of Australia itself.

The Conference on Antarctica held in Washington, D.C. on October 15, 1959 produced "the Antarctic Treaty" agreed and signed on December 1, the same year by the following 12 nations; The Governments of Argentina, Australia, Belgium, Chile, the French Republic, Japan, New Zealand, Norway, the Union of South Africa, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland, and the United States of America.

What Article IV of the present Treaty stipulates is interpreted as and surmarized into "freezing of any claims to territorial sovereignty in Antarctica as long as the Treaty is in force.

Besides, Sea Shepherd has already declared to execute "Suicidal Kamikaze Attack" on the Japanese whaling fleet consistently pursing lawful and peaceful whaling activities in the Antarctic Ocean.

Considering the fact that a cohort of terrorists "Sea Shepherd" has been fully protected by the Government of Australia, their statements seem to be probably threatening to the parties of the Antarctica Treaty and particularly to Japan, thereby misleading us to think that the Government of Australia has violated Article I of the Treaty, stipulating"Antarctica shall be used for peaceful purposes only. The following is a provisional English translation of her official blog written in Japanese.

Japanese Foreign Minister Mr. Gemba reportedly told South Korean Foreign Minister Kim that any issues related to compensation was solved when Treaty on Basic Relations between Japan and the Republic of Korea was signed in 1965 as Kim brought up so-called an issue of "comfort women" at Japan-South Korea Foreign Ministers meeting.

Under the treaty, coupled with economic cooperation fund of USD 300 million granted to the Republic of Korea, Japan extended USD 200 million in soft loan and USD 300 million in grant to the Republic of Korea (a total of USD 500 million was 1.5 times national budget of the Republic of Korea in those days), thereby forfeiting Japan's right to further demand and the Republic of Korea's right to further demand.

The economic cooperation fund strongly suggests that Japan left assets there far exceeding the amount of compensation the Republic of Korea was to demand and that Japan had no obligation to compensate at all since no battle was fought between Japan and the Republic of Korea.

The Republic of Korea, however, did not practically spend most of the money on compensation for individuals. It is the responsibility the government of the Republic of Korea must assume for. If no compensation has not been made yet, the individuals should sue their own government.

Moreover, the Republic of Korea argued that the Republic of Korea would pay compensation on behalf of the Government of Japan by rejecting Japan's claim that Japan would compensate individuals; therefore, the Government of Japan left "compensation to individuals " to the government of the Republic of Korea.

Thus, Japan does not have to pay any compensation to individuals at all.

Furthermore, as Japan expanded its battlefront and prolonged war, the use of brothels managed by the private owners authorized by the military was encouraged. There existed those engaged in professional prostitution at the brothels providing sexual services to the military personnel. They were so-called "Comfort Women".

In those days, prostitution was legal. A majority of the prostitutes were Japanese. No denial was made as to the existence of those prostitutes originated from the Korean peninsula (they were Japanese nationals during annexation of Korea by Japan).

A point at issue is whether Korean prostitutes among all the prostitutes were those forced by the Japanese Military authority or not.

A book titled "My War Crimes-Forced Transport of Koreans" written and published by a man named Seiji Yoshida made the people and mass media argue over "Comfort Women" both in Japan and South Korea. However, Yoshida admitted that he fabricated a story after a South Korean newspaper and university professors investigated into the matter and found out that it was nothing but fabrication.

However, in South Korea, some women appeared and said that we were forced to serve the Japanese military as "comfort women". The government of South Korea has based its claim over compensation on what those women have said. Statements made by them have been found to be not only much deviating from historical facts but also incoherent. No evidence has been so far produced.

In summing up, the issue of compensation was already solved under the Treaty on Basic Relations between Japan and the Republic of Korea signed in 1965 and there were some Korean comfort women but no material evidence indicating that they were forced against their will.

日韓基本条約は、「請求権及び経済協力協定」において、有償2億ドル、無償3億ドル（この合計の5億ドルは、当時の韓国の国家予算の1，5倍）、さらにこの他に、「3億ドルという莫大な経済協力金」を支払い、互いに請求権を放棄することとしました。

経済協力金という名称になったのは、そもそも日本は韓国の賠償請求権をはるかにうわまわる資産を朝鮮にのこしてきたこと、そもそも日本は韓国と戦争していないので、賠償を行う必要はなかったこと等によります。

その経済協力金をほとんど個人補償にまわさなかったのは、韓国政府の責任であり、もしも補償がすんでいないならば、韓国政府にうったえるべきことになります。

日本は、個人補償を主張していましたが、韓国は「補償は国が代わって解決する。個人補償は、韓国内で措置する、支払いは韓国政府が行う」と主張したため、このようになった事実があります。

したがって、二重払いの必要はありません。

さらに、日本軍の戦線が拡大長期化するうちに、軍が認めた売春業者が経営する慰安施設の利用を推奨し、そこで働いてきた女性をいわゆる「従軍慰安婦」と呼んでおり、慰安婦という軍人相手の娼婦は存在していました。
当時売春は合法であり、慰安婦の大多数は日本人でしたが、韓国人〔当時は日韓併合中なので、朝鮮半島出身の日本人）もいたことは否定されていません。

争点となっているのは、これらの慰安婦のうち、韓国人の慰安婦が、日本軍によって強制連行されたか否か、です。

この問題は、「私の戦争犯罪・朝鮮人連行強制記録」という吉田清治という人物の本がきっかけで、突然火がついて、朝日新聞等もキャンペーンを行って、日本でも韓国でも問題化したのですが、その後大学教授や、韓国の現地新聞の調査でこの本がフィクションであると判明し、吉田氏自身も作り事であったと自白しています。

しかし、韓国で、「自分は従軍慰安婦で日本軍に強制連行された」と自白する女性が名乗り出て、韓国政府側はこれを根拠にしていますが、いるその主張や記憶は史実からがはずれていたり、つじつまがあわないものもあり、証拠は出てきていません。

補償問題は、日韓基本条約で解決済みであり、戦時中の慰安婦に、韓国人はいたが、自分の意思に反して強制連行された物的証拠がない、これが客観的事実です。

Shoji Nishida (西田 昌司, Nishida Shōji^?, born September 19, 1958) is a conservative Japanese politician of the Liberal Democratic Party, a member of the House of Councillors in the Diet (national legislature). A graduate of Shiga University, he was elected to the House of Councillors for the first time in 2007 after serving in the assembly of Kyoto Prefecture since 2003.

Mr. Shoji Nishida asked PM Noda to describe circumstances, under which he received political donations from a South Korean citizen operating a restaurant nearby Funabashi station, Funabashi, Chiba Prefecture.

PM Noda said: In the early 2007 when I was going around the area, carrying out my political activities. I was greeted by the restaurant owner you are now talking about, and I went to his restaurant in front of Funabashi station for a bowl of Ramen noodles. This is the beginng of my relationship with the man.

Mr. Shoji Nishida said: PM Noda stated that PM Noda went to the Ramen noodle restaurant. My secretary went over to see the restaurant and photographed it and got a menue. You can see the photo of the restaurant on internet. I wanted to use the photo here today but I was told not to show it at the committee. Therefore, I will be verbally describing it. The first thing you get to see as you approach the restaurant is a Mindan (the Korean Residents Union in Japan=Union of Korean citizens living in Japan) calender with a photo of a Korean girl in Chima chogori. Then, you will find Korean dishes on menue prepared by the restaurant. So, what made you think the owner was Japanese but not Koreans ? Any reasons?

Relocation of U.S. Futenma Base in Question #UN

Mr. Tokushin Yamauchi questioned PM Noda over a reply "I have no detailed and correct knowledge of the incident." recently made by Defense Minister Mr. Ichikawa, to a question of how much he knew about the 1995 Okinawa rape incident.

Three U.S. servicemen, U.S. Navy Seaman Marcus Gill and U.S. Marines Rodrico Harp and Kendrick Ledet, all from Camp Hansen on Okinawa, rented a van and kidnapped a 12-year-old Japanese girl. They beat her, duct-taped her eyes and mouth shut, and bound her hands. Gill and Harp then raped her, while Ledet claimed he only pretended to do so out of fear of Gill. The incident has led to the movement of demanding U.S. to return U.S.Futenma  base to Japan. The Government of Japan has been discussing relocation of Futenma U.S. base to Henoko, Okinawa with the Government of the United States for years.

His reply has angered many. They now believe that he is not qualified to work as Defense Minister, supposedly promoting relocation work through sincere consultation with the local people in Okinawa.

The opposition parties are now considering submission of censure motion against him on the final day of the current Diet session. However, Mr. Ichikawa seems determined to hold on to his post of Defense Minister, being backed by PM Noda.

Support Mr. Hashimoto, New Osaka City Mayor for his Clean-up Work

The newly elected Osaka City Mayor Mr. Hashimoto visited Osaka City Hall today to seek briefing by every bureau of the city council even though his official inauguration takes place on December 19.

In his meeting at Bureau of General Affairs, he reportedly told Bureau Chief to publicize the entire process in which every municipal employee has been hired. Mr. Hashimoto is much concerned with two criminal cases involving the city employees, one of which was an arrest of the city employee charged with attempted murder yesterday, and the other a case of a city bus driver arrested and indicted for suspected violation of the Stimulant Drug Ccntrol Law in August.

Mr. Hashimoto clearly stated that he would like to have full access to the information on pre-employment tests, selection process, competition rate, etc. of every employee working at the Municipal government.  He believes this is the only way to rectify the situation.

Mr.Hashimoto won a landslide victory

Mr.Hashimoto won a landslide victory in two elections (a mayoral election and a gubernatorial election) simultaneously held in Osaka city and Osaka Prefecture on November 27. His locally based political party "Osaka Restoration Association" established in 2010 has emerged as a power even to influence such existing political parties as the Democratic Party of Japan and the Liberal Democratic Party who supported his opponent along with the Japanese Communist Party.

A landslide victory Mr. Hashimoto and his local party secured in Sunday's voting suggests that many expect Japan's real transformation into the most powerful one, possibly shrugging off whatever worrisome issues Japan faces now. It is a proof that what Mr. Hashimoto has politicised sounds the most convincing to the voters. Mr. Hashimoto declared that he will run for the next general election of the central government if he has to. In case his policy is not accepted by the central government.

Mr. Hashimoto intends to remove all the wasteful activities in Osaka Prefecture by merging Osaka municipal government and Osaka Prefectural government into one. Within Osaka area, two major administrations exist, overlapping most of the public works. One by Osaka city and the other by Osaka Prefecture. No reconciliation has been so far made as far as efficiency of the administration is concerned.

平成の歴代首相を「仕分け」する　最高評価は誰？

　政府の行政刷新会議による「提言型政策仕分け」が２３日、終わった。年金支給の減額などを提言したが、注目度は一昨年に比べ見る影もない。それもそのはず。何しろ、一昨年の「事業仕分け」で「凍結」と判定された公務員住宅の建設を財務相として再開するよう指示したのが他ならぬ野田佳彦首相本人だからだ。「仕分け」も今や「焼け太り」や「骨抜き」と同様、官僚主導政治の代名詞となりつつある。

　それなら、歴代首相を一定の評価基準に基づいて仕分けた方がよほど、建設的というものだろう。昭和までさかのぼると時代環境が異なりすぎる。ここは平成に入って首相に就任した故宇野宗佑氏から前首相の菅直人氏までの計１５人のうち、超短命で「評価不能」の宇野氏と羽田孜氏を除く１３人を仕分けてみる。

　評価基準は政策などの「見識」、国民への「発信力」、法案成立などの「実現力」のほか、「外交」、「国会対策」、「歴史観」の６項目とした。他にも首相に求められる能力は多々あるが、「指導力」は結果次第で変わる可能性が高いし、「クリーン」や「人柄」は結果重視の観点からあえて除外した。

各項目１０点ずつの計６０点満点。極端な配点は排除して４～８点を中心に採点したが、小泉純一郎氏の「発信力」だけは例外的に１０点となった。

　その結果、総合１位は安倍晋三氏の４６点、次いで故小渕恵三氏４４点、小泉氏４２点。４０点以上は、この３人だけで、３０点代の６人は「可もなく不可もなし」といったところか。「見識」で９点の故宮沢喜一氏は「実現」や「歴史観」の５点が響いて３６点。インテリ度だけでは業績に直結しない好例といえる。

　２９点以下は、鳩山由紀夫氏２５点、菅直人氏２６点、福田康夫氏２８点、村山富市氏２９点の計４人。ワーストの４氏は「不可」と判定せざるを得ない。

　安倍氏は、自身の退陣から５年続けて首相が１年前後で交代していることもあり、以後４人の首相たちと「一緒くた」にされることが多い。

　だが、憲法改正に必要な国民投票法の成立、戦後初の教育基本法改正、防衛庁の「省」昇格など、１年間の業績としては特筆に値する。

逆に、政権の失点として閣僚の失言を指摘する向きもあるだろう。だが、こうした閣僚は、安倍内閣以前の自民党政権でも主要閣僚や党三役を経験した人物が多かったが、その際は失言など皆無だった。安倍氏が負うべきは、人を見る目がなかったという意味の任命責任よりも、任命の結果責任の方だろう。

　また、安倍氏の業績は「衆参両院の多数派がねじれていなかったから」という反論もあるかもしれない。だが、同じようにねじれの制約がなかった鳩山内閣が成果らしい成果もないまま、普天間問題で迷走した揚げ句、自縄自縛に陥ったことは記憶に新しい。

　また、衆参ねじれ下にあった福田氏、麻生太郎氏、菅氏の各政権も参院での否決覚悟で、信念に基づく政治行動を取ったとは言い難い。法案が参院で否決されても局面を打開できることは、小泉氏が郵政民営化で証明してくれたではないか。

　安倍氏は２２日、産経新聞のインタビューで在任中に靖国神社に参拝しなかったことについて「それ以来、首相の参拝が途絶えたことでは禍根を残してしまった。春の例大祭か夏（終戦記念日）に参拝すべきだった」と述べた。

また、「参拝する、しないは言わない」とする“あいまい戦術”をとった理由として「（小泉前政権時代に首脳交流が滞った）日中関係を安定的な関係に戻し、拉致問題や日本の国連安全保障理事会常任理事国入りへの支持を得るためだった」と明かした。

　この発言からも明らなように、安倍氏が首相就任前から靖国参拝を一つの「外交カード」と位置付け、対中交渉に臨んだことが分かる。靖国のカード化には賛否もあるだろうが、確実に言えることは鳩山政権や、中国漁船衝突事件での周章狼狽ぶりで対外戦略の無策を露呈した菅政権を経験した現在から振り返る時、安倍内閣の挫折は日本の政治にとって極めて惜しまれる事態だったということだ。

　タイミングの悪い退陣表明もあって、安倍氏の再登板に対する待望論が広がるには、もうしばらく時間が必要になるのかもしれない。だが、日本の政局は閉塞（へいそく）感が強まる一方だ。今後、保守再編が加速するようだと安倍氏復権が予想以上に早まる可能性もある。（森山昌秀）

　自民党の安倍晋三元首相は２２日、産経新聞のインタビューに答え、首相在任中（平成１８年９月～１９年９月）に靖国神社に参拝しなかったことについて「それ以来、首相の参拝が途絶えたことでは禍根を残してしまった。春の例大祭か夏（終戦記念日）に参拝すべきだった」と述べ、首相の靖国参拝を定着させるためにも参拝を決断すべきだったとの考えを表明した。

　安倍氏は首相就任前は一貫してときの首相の靖国参拝を要請・支持してきた。首相退任後も毎年、参拝を続けているが、自らの在任中は「参拝する、しないは言わない」とする“あいまい戦術”をとっていた。
