As soon as death of Kim Jong-il was made public on December 19, North Korea reportedly issued five decrees to the general public, obliging every North Korean to remain pious and to mourn late Kim Jong-il. They are now prohibited to travel, to drink, to dance, to spread rumors, and they are required to fly the national flag at half staff. Besides, anyone who has failed to mourn and to pay final respect to Kim Jong-il is said to be punished.
Experts believe that by giving those decrees to North Korean citizens, North Korea intends to strengthen its control over them since transfer of power to Kim Jong-un has not been completed yet.
It is reported, therefore, North Koreans living in China are rushing back home to avoid punishment.
