Anti-Nuke Protests in Japan: KCIA Involvement?

The above photo is one of the placards used by anti-nuke protesters in Japan, on which Japanese characters say "Get rid of nukes! 9/11 Chiba Action", however, inside which Korean Hangul characters are found for the unknown reason.

Does this placard suggest KCIA involvement in anti-nuke protests held in Japan as it shows Korean Hangul characters inside? Simply because Japan's nuclear technology is so superb that South Korea finds it difficult to export its inferior technology as much as it desires to sell it overseas.
