Mr. Makoto Tanabe, the 11th Chairman of the Japan Socialist Party (now renamed as the Social Democratic Party) is said to have requested China to establish Nanjin Massacre Memorial Hall when he visited Nanjing in 1980. However, the Chinese Communist Party was reluctant, citing the lack of fund. He then returned back to Japan and asked the General Council of Trade Unions of Japan founded in 1950 to donate JPN 30 million to the Chinese Communist Party for the establishment of Nanjing Massacre Memorial Hall. Although its actual cost was JPY8.7 million, what's left is said to have been divided and pocketed by the Communist members concerned with its establishment. The memorial hall was designed by a Japanese architect. http://bit.ly/eL5x8p
Mr. Tanabe was enthusiastic about the promotion of Japan-North Korea friendly relationship as shown in his visit to the Democratic People's Republic of Korea in 1990 up until the abduction of the Japanese nationals by DPRK was finally confirmed by DPRK in 2002. He then strongly protested against DPRK that he was deceived by them and terminated his long-lasting relationship with DPRK. http://bit.ly/el3pEj
Note: The General Council of Trade Unions of Japan was the largest labor union before the end of the Greater East Asia War. General Headquarters (called "GHQ" in Japan) headed by General Douglas MacArthur helped reorganize it with much emphasis on political aspects when established on July, 1950. Although at its inception, it was characterized by anti-communism, it soon turned into anti-U.S.A. , supporting the Japan Socialist Party. Then, an American officer in charge of labor union at GHQ was so upset about it and said "It's the lame duck organization."

When the National Revolutionary Army (NRA) attacked Nanking on March 24, 1927, the Chinese soldiers disobedient to the army regulations and Chinese civilians totally indifferent to the laws and orders relentlessly attacked and indulged in looting the Japanese residences and shops. They furthermore inflicted violent acts and injuries on the Japanese residents (including children and women). A particular attention must be paid to the fact that they even attacked a consul at Consulate of Japan in Nanking and plundered every item.
One soldier of our Imperial Japanese Navy who came to rescue them was killed by a stray bullet. In the incident, Japanese citizens of 51 households suffered damages and one soldier was killed. Total damages were estimated to be more than 2.31 million Yen. -from a report made by Mr. Mamoru Shigemitsu, Minister of Consulate-General of Japan in China.
Note: 2.31 million Yen is estimated to be 1.3 billion Yen at the current value.
