The Democratic Party of Japan has made an expression "Laws full of loopholes" look obsolete. The politicians who have committed crimes blame "Political Funds Control Law" for its defects.

In relation to the political donations Prime Minister Noda received from Korean citizens living in Japan, Chief Cabinet Secretary Mr. Fujimura stated at the press conference held this morning that nobody checks donors' nationalities whenever political donations are offered. We will find out what they are only after we are told that we have received donations from foreigners. This is my personal view but I think we need some revisions to the existing Political Funds Control Law.
Prime Minister Noda instructed his office to look into the matter of political donations made by the Korean citizens living in Japan. Noda office will reveal results of its investigation later.

The fact that the political fund mangement organization for Prime Minister Yoshihiko Noda has received political donations from those related to the South Korean Citizens Union in Japan clearly highlights "foreign political donations disease widely spread among the members of the Democratic Party of Japan.
Soon after ex-Foreign Minister Mr. Maehara resigned over the political donations from a Korean citizen living in Japan in March this year, Prime Minister Mr. Noda (then Finance Minister) stressed at the Budget Committee of the Upper House that his own political fund management organization had never received political donations from foreigners.
However, the Sankei Newspaper disclosed his acceptance of political donations amounted to be JPY318,000 through his political fund management organization called "Future Club" (located at Funabashi City, Chiba Prefecture) from South Korean citizens living in Japan, one of whom is found to be working as an executive of South Korean Citizens Union (Mindan).

As Prime Minister of Japan Mr. Noda was leaving a hotel in Tokyo, he was asked by the press "Would you intend to explain your acceptance of political donations made by foreginers living in Japan through your political fund management organization?" However, he declined to say anything at all.
